Minutes: The Board approved minutes from the April 11, 2018 and April 25, 2018 board meetings, as amended.
Donation to Black in Government (BIG) Youth Oratorical Competition: CREA has historically made a donation to the BIG Youth Oratorical Competition. The donation helps pay for prizes and supplies for the participants. Governor Hardy-Vincent moved that CREA donate $200 to BIG for this year’s competition, Governor Brown seconded the motion, and it was approved by the board.
Union Comments on Draft Library of Congress Regulations (LCRs): The Library has been providing draft LCRs to the three unions and asking for comments. President Thaul reported that, most recently, CREA has submitted comments on two LCRs: (1) Planning and Organizational Performance Management and (2) Integrated Risk Management and Internal Control. The Library has requested comments on three more LCRs, with deadlines for the unions to respond by mid-May: (1) Domains and Subdomains, (2) Changes in Library Organization or Organizational Functions, and (3) Reorganizations – Approval and Implementation Process.
Legislative Proposal Regarding Federal Pensions: The National Defense Authorization Act, being considered by Congress, contains provisions that would make changes to federal pensions. IFPTE, CREA’s parent union, has been doing work around this issue. The board discussed whether to make the bargaining unit aware of these proposed changes and IFPTE activity. Governor Heisler agreed to draft an email and send it around to the other board members and officers for comment.
CREA Document Request: A few weeks ago, President Thaul had requested that CRS provide documents to CREA as required by the Collective Bargaining Agreement. CREA asked that the documents be delivered by close-of-business on May 11th. President Thaul updated the board to say that the documents have not yet been provided.
Library LCR on Equal Employment Opportunity (EEO): The three unions have been negotiating with the Library over the EEO LCR. The parties have been unable to reach agreement on a diversity and inclusion memorandum of understanding, so they will be proceeding to mediation.
Consultative Management: President Thaul met with CRS attorney Diane Duffy to discuss the Library’s obligations under the Consultative Management article of the Collective Bargaining Agreement.
