Approval of the Minutes: Minutes for February 28 and March 14, 2018 were approved.
Consultative management: President Thaul discussed her recent discussions with CRS management about this provision in the CBA and how it might be best implemented. The types of consultation–and their strengths and weaknesses–that occur now in some divisions was discussed. Discussion ensued about best practices, CREA options and process issues.
CBA-required reports from CRS and LOC: President Thaul sent CRS management an email on these missing or incomplete reports last month; she updated the board on next steps. To follow up, she and Vice President Salaam-Blyther met with Diane Duffy, Acting Counselor to the Director.
Credit hours bargaining: The CREA team on this issue will meet later this week.
Telework bargaining: Officers discussed CREA objectives; Treasurer Brass and Vice President Salaam-Blyther will discuss options and outlook.
CRS working groups on CRS Directional Plan: President Thaul led a discussion of the parameters of some of the working groups and CREA interest in the outcomes. CREA assigned a representative to most of the working groups. Objectives and updates on several of the working groups were discussed.
CREA comments on the Library’s Office of General Counsel (OGC) draft regulations and directives: The officers met, solicited comments from interested bargaining unit employees, and provided comments to OGC on the following and the Board of Governors was provided copies of the submitted remarks:
LCR 4-250 on Social Media;
LCR 9-110.X on Attorney and Law Clerk Qualifications; and
LCR 9-1610 and LCD 9-1610.4 on Senior Level Executive System and Senior Level Performance Review Board, respectively.
In addition, CREA has been asked to provide comments on the following by May 7, 2018:
LCR 1-610 on Planning and Organizational Performance Management; and
LCR 1-630 on Integrated Risk Management and Internal Control.
