1. Minutes. The minutes of March 14, 2013, were accepted.

2. Time-Requirement Waiver Request. HR, on behalf of KSG and ALD, asked if CREA would be willing to wave the contract requirement that an NTE must work here for three years before their position can be converted to permanent status without a competitive process. They would like to convert an NTE who was hired (through a competitive process) about a year ago. CREA will grant the waiver in this situation.

3. CRS Space Committee. Committee was formed of volunteers from divisions based on an employee suggestion that CRS look into ways to increase the ambiance of physical spaces. It’s looking into various issues (e.g., employees painting their offices, use of shelving in offices and common areas). Sense of the Board is not to get involved directly with the committee or seek representation on it, but to stay aware of proceedings and ensure that any actions affecting employees are bargained with unions.

4. Meeting with Director. Pres. Moteff meets with Dir. Mazanec next Tuesday, please email questions or issues to him.

5. Furlough Update. MOU with Library has been signed, email will go out this week explaining procedure for furlough time, etc. FAQs will be updated. 24 hours is the current furlough requirement. Requests for time can be submitted now but not officially accepted until March 28; furloughs can begin April 7 and should be completed by September 7; August 2 is deadline for requests. WebTA will be used for requests and recording furlough time. CREA will schedule lunch meetings to provide information to employees and answer questions.

6. CBA Negotiations Update. CREA informed management that time before a federal impasse panel has been requested. June is probably the earliest available slot before the panel. The message also noted CREA’s willingness to continue negotiating in the meantime.

7. Cosponsorship of Library’s 2013 Women’s History Program. Unions have been asked to participate along with other Library employee groups. CREA has agreed to be a cosponsor.

8. Former Pres. Roth Helping with Briefs. Cases that Mr. Roth initiated or was involved with (e.g., EEO case, arbitrations) have come or are coming up and assistance with briefs while V.P. Jefferson is on detail is needed. Mr. Roth helped with the EEO brief and Pres. Moteff will speak with him about further assistance and potential compensation on a per-job basis.
