Appointment to the Board of Governors: Former Governor Tollestrup (DSP) had resigned from the CREA board when she was temporarily detailed to a management position. The detail has ended, and former Governor Tollestrup would like to return to the board. Governor Reeder moved, and Governor Greene seconded, that former Governor Tollestrup be appointed to the board. The motion passed by a voice vote.

Minutes: The board approved minutes from the September 5, 2018 board meeting.

CREA Computers: President Thaul reported that the Office of the Chief Information Officer (OCIO) at the Library is replacing CREA’s two computer towers with laptops and docking stations. CREA will also receive two new printers.

Employee Assistance Program (EAP) Planning Meeting: Governor Jones reported on the meeting to discuss EAP program ideas for the coming year. The group (consisting of representatives from Health Services, the EAP office, the three Library unions, and the Library’s Human Resources office) discussed program options. Governor Heisler asked if the EAP office has considered making programs available via Skype. While it is something EAP is thinking about, programs are not yet available remotely.

Consultative Management: Governor Brown and Vice President Martin reported to the board on the status of their initiative on consultative management. VP Martin is currently working with a G&F committee to develop a process to recommend to division management.

CRS Senior Staff Appointments: President Thaul noted that two senior staff appointments have been made at CRS. Cathy Hurst Weber has been named Counselor to the Director (a position previously held by Lizanne Kelly), and Jeanne Dennis has been named Deputy Assistant Director in the American Law Division.

Labor Relations Staff at the Library: President Thaul reported that the labor relations function and the two labor relations attorneys who work with the unions, Eric Garcia and Ellen Cooper, have moved from the Library’s Human Resources Office to the Office of General Counsel.

Negotiations over the Equal Employment Opportunity Plan for Diversity and Inclusion: CREA and the other Library unions are continuing negotiations, per our collective bargaining agreements, with the Library over its draft, which includes as a pilot an advisory group on diversity and inclusion. The unions received an updated draft from the Library, and will be meeting to discuss it.

Guidance on Library Regulations Regarding Political Activity: President Thaul discussed an email she had drafted to send to the bargaining unit with reminders of the Library of Congress Regulations and CRS guidance regarding political activity in light of upcoming elections. (President Thaul sent an email on October 4, 2018.)

CREA Annual Meeting: CREA is required to hold an annual meeting according to its Constitution. The board discussed when to hold the meeting and ideas for the format and agenda. The board decided to hold the meeting on October 25, 2018 and to allow time for questions and answers about what CREA is doing.

CRS Policies on Reporting Attendance: The board discussed CRS attendance-recording policies and how they differ across divisions.
