Minutes: The Board approved minutes from the January 17, 2018 board meeting.

CREA Office Administrator: CREA office administrator, Wanda Almanzar, will be leaving at the end of the week. Wanda has been working with colleagues from the Office of Congressional Information and Publishing (CIP), Michael McCarthy and Paulo Ordoveza, on maintenance of the CREA website and other written communications matters. She has also put together a manual on office administrative activities to help guide union officials and future administrative employees.

Communicating with the Bargaining Unit: The board discussed whether it might make sense to task an existing officer with communicating with members and the bargaining unit on a regular basis, or possibly to create a new communications position. A new position would require changing the CREA constitution.

Formal Meetings: The board discussed the requirement that CREA be notified of and invited to formal meetings called by management.

Document Requests: President Thaul discussed CBA requirements that management provide various reports to CREA.

“Not to Exceed” (NTE) Positions: Vice President Martin discussed the way in which management is handling NTE positions. President Thaul has sent management an email about this issue.

Library LCR on Equal Employment Opportunity and H.R. 4924, The Congressional Accountability Act of 1995 Reform Act: President Thaul said that negotiations on the EEO LCR continue. She also said that H.R. 4924 was passed by the House last week. If H.R. 4924 were to be enacted, responsibility for EEO complaints would move from the Library to the Congressional Office of Compliance. (Note that a similar bill, H.R. 4822, discussed at the January 31, 2018 BOG meeting, was introduced January 18, 2108. H.R. 4924 was introduced on February 5, 2018, and passed by the House on February 6, 2018.)

Steward Meeting: Vice President Martin said that there would be a meeting for stewards the following Wednesday, February 21, at noon in the LM-412 conference room.
