Current Cases:  President Thaul summarized the status of current cases.

New Librarian:  Nomination of a new Librarian was announced today by President Obama.

“IP Pilot” Delay:  CRS announced a delay of the “IP Pilot” until March 21. Officers have been meeting to discuss potential bargaining proposals and ground rules. There was a KSG forum yesterday, at which staff asked about the “pilot.” Two CREA officers attended. The Board discussed the proposed pilot.

Telework: The Board discussed the process and purposes of re-opening the current telework side agreement. CREA has notified CRS that CREA wants to re-open the agreement.

Episodic Offsite Work:  The Board discussed CRS’s implementation of episodic offsite work during adverse weather conditions.

Library Surveys:  The Board discussed some current efforts by the Library to survey employees.

EAP Event:  The Board discussed listing CREA as a sponsor of an EAP event.

Office Help: John Mickey got a new job. Congratulations! Unfortunately, that means CREA will need to hire a new office assistant/digitization project person.

Episodic Offsite Work: There was another weather event and there was confusion about episodic offsite work. There appears to be a lack of information related to when offsite is available. There is inconsistency about who is offered and granted offsite work for weather. CRS management is supposed to notify everyone when it is available. CREA plans to discuss this issue with CRS management.

Work-Life Guide on Insider: There was a work-life guide posted on the Insider.

Senior Level Analyst/Lawyers: A new agreement is being worked on. There are some new issues.

Washington Metro Council: The head of the Council, Joss Williams, is retiring. He has been the head for 40 years, and started at the LOC. He is still a member of Local 2277. Gov. Stouffer moved that CREA set aside $84 in the budget to buy an ad with the other unions to congratulate Mr. Williams. Gov. Hardy Vincent seconded the motion. Motion passed unanimously.

Proposed IP Pilot: Discussed CREA plans to bargain the impact, implementation, and relocations associated with the proposed pilot.

Minutes:  No minutes were presented.

Grievances: President Thaul outlined the stages of several outstanding cases.

Report of Grievance Committee: Vice President Michael Martin presented a report from the grievance committee about whether to pursue arbitration. Joel Greene proposed, seconded by Betty-Jean Oladapo, to adopt the Grievance Committee’s recommendation. The motion passed unanimously.

IP Pilot Meetings: President Thaul outlined what KSG sections have been met with so far, and which ones remain.

ISS Meeting: Elayne Heisler volunteered to attend the ISS meeting on 2-11-2016 in place of the officers.

Telework: Vice President Martin discussed the recent weather event (2-09-2016) and its implications for episodic offsite work, and its relationship to telework negotiations.

President Grasso is retiring today: She solicited candidates for VP of Policy and Dispute Resolution (to replace Susan Thaul who becomes President upon President Grasso’s retirement). Gov. Mike Martin expressed interest in the position. Gov. Oladapo motioned to nominate Gov. Mike Martin to be VP of Policy and Dispute Resolution. Gov. Bradley seconded the motion. The motion passed unanimously. Congratulations VP Martin.

New Governor for IMT: IMT does not have a governor on the CREA board. Martinez Majors Sr. would like to fill that position. He was previously a governor and has been at CRS for 14 years. Gov. Greene moved that Martinez Majors Sr. be appointed as a governor for IMT. Gov. Hardy Vincent seconded the motion. The motion passed unanimously. The board is happy to welcome Gov. Majors.

President Grasso’s Things I wish I could have done and parting thoughts:

  • Need to do a better job communicating with the bargaining unit about CREA’s role and obligations, and what CREA is doing so that the bargaining unit has a better understanding of what CREA does. This might help combat the perception that CREA doesn’t do anything or just helps those who are “problem children.”
  • Wants to set up alumni list. There are alumni who still pay dues.
  • Thinks regular meetings with all the components are important and useful.
  • Should do more with the other LOC unions.
  • Register for the National Associations of Arbitrators Conference, it is a very useful conference.
  • We need to use our available legal resources (e.g., IFPTE general counsel) more.
  • Valerie would like to have a panel about the history of CREA for our 41st
  • Continue to build a bigger bench.
