1. Minutes. The minutes of July 24, 2013, were accepted.

2. Quickbooks Subscription. Renewal for payroll system needed for CREA office will cost $263 this year. Gov. Stouffer moved that the software budget be increased from $800 to $900 to cover the remaining amount needed for this. Gov. Reeder seconded; the motion passed unanimously.

3. Election and Annual Meeting. All governors and officers up for election this year. Pres. Moteff and Sec. Lewis to select day for election, candidates to be given 21-day notice to complete petitions. Election must be completed before the first Tuesday in October—the date of the annual meeting. Email will go out to members announcing elections and soliciting candidates. Best method for physical mailing required by constitution still being considered. An election coordinator who isn’t running for any office is needed; can be any member.

4. Director’s Meeting. Pres. Moteff asked Dir. Mazanec if she would give budget briefing. She says she wants to have all-staff meeting again and budget will be on the agenda. Discussed the value of the meetings and asked her what she wants to get from them. She’d like to keep them 1 on 1 with CREA president. Asked us to keep her informed about employee concerns.

5. LCRR Update. CREA has signed agreement. Original, more flexible procedures for assigning time slots in effect. People who already worked their shift and were then told they would have to work again because of the threatened procedure change will be given credit for time served. Meeting with KSG scheduled for Aug. 1. CREA will reiterate that people can try requesting serving their shift while teleworking. Management can deny it; CREA will analyze the denials.

5. Contract Update. CRS management says they’re willing to reopen negotiation to avoid arbitration. CREA has submitted a package addressing six outstanding articles; kept everything pertaining to flexible work schedules open.

1. Minutes. The minutes of July 10, 2013, were accepted.

2. Ice Cream Social. Scheduled for Wednesday, August 21, 1-2 pm. Help with setup, cleanup is welcome, coordinate with Ms. Robertson. CREA members only, but encouraged to bring a non-member friend.

3. Meeting with Director. Moved to July 30, email Pres. Moteff with topics, questions. Sense of the Board is that it’s valuable to continue having regular Director meetings; Pres. Moteff may discuss with Mary how they can be made more productive on a consistent basis.

4. Timekeeper. Gov. Campbell has volunteered to serve as timekeeper. Thank you, Beverly.

5. LCRR Update. On advice of counsel, CREA issued ultimatum that if management did not change course and resume negotiation, ULP would be filed. They have agreed to continue negotiation and reinstate previous, more flexible system for shift assignment. Telework details still being worked out. Consultative management meeting to be held 30 days before expiration of current system to discuss how to move forward.

5. Smoking at Library. Unions now suggesting the alcove in the NW corner of Madison remain open for smoking, and a bench be placed at the SW corner. Library wants neither. Unions considering mediation, arguing that pushing people out to the sidewalk won’t solve the perceived problem.

6. Office Improvement Committee. Committee submitted report to Dep. Dir. Shogan. Recommendations include painting reception areas of divisions different color, adding art or accents to reception areas and conference rooms. CREA will continue to monitor and respond to any potential changes in working conditions.

7. Contracting with Dennis Roth. Dennis has agreed to help with writing and editing of arbitration briefs and other documents on an as-needed basis. Fee would be $75/hour (his previous salary here). Line item would need to be added to the budget. Pres. Moteff and VP Jefferson will work on proposal to present to the Board.

1. Minutes. The minutes of June 26, 2013, were accepted.

2. Office Staffing. Chelsea Robertson has been hired to handle CREA office administration. Congratulations and welcome to Chelsea.

3. KSG Staffing of LaFollette RR. CREA counterproposal was submitted; agreed to go forward with the basic procedures previously agreed to, reserved the right to appeal, and asked that telework and some other issues remain on the table for discussion. Management has walked away from negotiations, now claiming they are under no obligation to negotiate. They have retracted previous system of KSG staff selecting time slots and replaced it with system of assigned time slots, no swapping of shifts, no missing shifts except for medical reasons. CREA has crafted ULP because management is now implementing a system without agreement and isn’t negotiating in good faith. CREA held meeting with KSG to answer questions and solicit feedback.

4. Leave Bank. Overdraft of 2,000 hours last year. Hours from this year have been used to catch up. Only 24 hours can be requested now, down from 100. Unions have asked for an information session about leave bank issues, including how the overdraft occurred.

5. Smoking at Library. Unions presented counterproposal to Library plan to extend nonsmoking areas outside buildings. Suggestions included that the alcove at the northeast corner of Madison remain open to smoking and a table be placed at the southeast corner. Management not receptive to either idea; unions will meet to decide how far to pursue.
