1. Minutes.The minutes of April 21, 2010, were accepted.

2. Leg Branch Appropriations Hearing. VP Jefferson reported on meeting; notes will be distributed.

3. Telework. VP Jefferson mentioned the April 29 Office of Information Management and Technology (IMT) quarterly meeting; this will be a good chance to ask questions about laptops, phones, etc. Governor Crocker moved, Governor Reeder seconded, and the motion passed unanimously that e-mails be sent explaining the timeline and encouraging people to attend the meeting. A question has been raised (by management) about those who have been COOP testing or on work at home. The sense is that they can continue and merge into the end of the first queue. Other issues that have come up are as follows.

(a) Some people have been told not to submit “continuing” applications.
(b) Fact sheet is a little unclear on bargaining v. non-bargaining (the same policies apply to all).
(c) Is a fixed day the same for both weeks of a pay period? Not necessarily.
(d) It was recommended that people read over the IMT requirements for telework.

4. CBA Reopening. VP Jefferson reported that the Committee will continue to meet and solicited further input.

1. Minutes. The minutes of April 14, 2010, were accepted.

2. Appropriations Hearings. House hearing will be April 21 (today); Senate will be April 29.

3. Telework Update. (1) President R. mentioned pro-telework for Feds legislation. (2) Application form for CRS telework program is being refined. (3) Fact sheet for CRS program is also being refined; this will be signed when a telework application is approved. (4) Details of how laptops will be distributed if demand exceeds supply are still being negotiated (implementation bargaining).

4. Parking. President R. reported that fifty parking spaces in the Madison have been given to Capitol Police; this is a violation of existing LC policy.

5. Speakers for CREA–sponsored Sessions. Attendance was a bit thin for Dr. Jones, who gave an interesting speech. Suggestion was made to hold such an event in lieu of the scheduled BOG meeting.

6. CBA Reopening. VP Jefferson reported that the Contract Reopening Committee had met and he distributed its preliminary suggestions. Much to be discussed. Thanks to the Committee.

1. Minutes.The minutes of April 7, 2010, were accepted.

2. VP Jefferson Report. VP Jefferson reported on a recent meeting of a joint committee of AFL-CIO and ALA, on which he serves as the IFPTE representative.

3. Organizing and Recruitment. President R. suggested now is a good time to recruit. Telework has stirred up interest.

4. Telework Update. President R. mentioned that the second information session will be held April 15 at 12:30. When will forms be ready? Target is still May 3 for start.

5. CBA Reopening. Committee will meet and report back to Board.

6. COOP. Governors Harlan, Perl, and Rudman volunteered to help with COOP bargaining.

7. Caucus Refund. We are close to being made whole. Thanks to all who pressed on this.

8. Next CREA-Sponsored Event.President R. reminded BOG of talk by Barbara Jones on April 19. Could we sponsor a talk by Matt Biggs from IFPTE on legislation affecting CRS?

1. Minutes.The minutes of March 17, 2010, were accepted as read. The minutes of March 31, 2010, were accepted with an amendment.

2. Grievance Vote. VP Jefferson described a grievance and reported that the Grievance Committee had voted to recommend that the matter not be pursued to arbitration. Governor Crocker moved, Governor Reeder seconded, and the motion passed unanimously that the grievance not be pursued to arbitration.

3. Request for Support for Take Our Daughters and Sons to Work Day. $100 will be provided to help LOC sponsor Take Our Daughters and Sons to Work Day.

4. CREA Telework Information Sessions. VP Moteff and President Roth explained that two sessions will be held, April 8 at 9:30 and April 15 at 12:30 in LM 316. Questions are coming in.

5. Episodic Work at Home. President R. discussed his meetings with the Director and with Doug Warshof.

6. Grievance Resolution. President R. and VP Moteff reported on a grievance that was to be pursued to arbitration; grievance mediation was used and a successful outcome was achieved. Congratulations to those involved.

7. Grievance Training. VP Jefferson reported on a training series for stewards that is underway.

8. Digital Camera. Should CREA buy a digital camera? Governor Rudman volunteered to loan a camera. Thanks to Governor Rudman!
