BOG Meeting Minutes — October 1, 2008

1. Minutes. The minutes of September 17, 2008, were approved.
2. CREA Investments. President Roth briefed the Board on a recent discussion held with CREA’s investment adviser. The union portfolio appears to be weathering the financial crisis.
3. GS-15 Pay Cap. Initial response from the House Administration Committee Chairman is favorable, President Roth said. Action may not be taken until the next Congress. In a separate matter, Library Attorney Jesse James has requested that the Library be included in legislation that would raise the Senior Level pay cap for agencies that have a performance appraisal system approved by the Office of Personnel Management.
4. CREA Website. A demo of the new site will be conducted at the October 8 annual meeting.
  • After discussion about site registration and posting privileges, Governor Moteff moved that the Board open registration to the entire bargaining unit. Governor Tilson seconded. Discussion ensued. Governor Smale made a friendly amendment that registration be limited to the membership after six months. Governors Moteff and Tilson accepted the amendment. The motion carried.
  • A website photo contest is to be announced at the annual meeting.
  • The Board agreed that minutes should be reviewed at board meetings before they are posted on the site.
5. Peer Review. After discussion, it was agreed that the topic of peer review should be raised in the next CREA Stewards-Governors meeting with DSP management.
6. Combined Federal Campaign. Governor Watkins asked the Board whether CREA would like to help the Library reach its goal for the year.
