Office Administration: CREA posted the job announcement to replace John Mickey. We are looking for a combination IT/Admin position.

IP Pilot: Agreement was reached and a copy was sent to the bargaining unit. We discussed the agreement.

CREA Meeting with CRS Workforce: Workforce is the project lead for the IP Pilot since the KSG has a conflict of interests in evaluating the pilot.

FDT CODEL Memo Policy: Discussed whether this is unique to FDT or across the service.

Promotion Policies: There doesn’t seem to be any and there is no place where information is available. Is there a policy? Is it written?

Employee Recognition: Management sent an email to select people to be on a committee to help come up with ideas for employee recognition. How were these people chosen? Do they represent all CRS positions? All divisions and offices?

Minutes: Minutes for February 3, 17, and 24 accepted with edits

Current Cases: Currently there is one case pending.

Proposed IP Pilot: Bargaining has begun. There are 28 proposals and ground rules.

Senior Level Analyst/Lawyers: There was a side agreement on senior level pay which was signed in 1995. It is unclear whether that agreement still stands. There are differences in the timing of performance and pay determinations between senior level employees in CRS and those in the rest of the LOC.

Steward Meeting: Tomorrow at 12 there will be a meeting of the Stewards to cover several things including: (1) meet and great and get to know one another and new VP Martin; (2) discuss the role of stewards; and (3) provide an update on the IP pilot.

Little Scholars Scholarship Auction: Every year CREA donates to the Little Scholars Auction which funds scholarships. Gov. Stouffer moved that CREA donate $200 to the auction, $50 of which would go towards purchasing an ad in the auction program. Gov. Greene seconded it. The motion passed unanimously.

Fire Alarm on March 8th: Caused by AOC repairing a sprinkler. There was a new Capital Policy presence at the park. It was unclear whether it was new protocol or something else. It would be nice if such changes in policy (if it was that) could be communicated to staff.

Current Cases: There was an update on current cases.

Proposed IP Pilot: CREA submitted a bargaining proposal and possible ground rules for negotiations. We are waiting to hear back from management. There is a lot of confusion among staff about what can and cannot occur (e.g., moves) while bargaining is on-going. Discussed the formation of a negotiating committee and how to communicate with the affected staffer members and get their input.

Senior Level Analyst/Lawyers: There are 9 people within the bargaining unit affected by this. There appears to be inequalities in performance and pay determinations between senior level employees in CRS and those in the rest of the LOC.

All Staff Meetings: These will be held on March 16th and 17th. Management failed to fulfil their requirement under the CBA to notify CREA of the meetings.
