Minutes: Accepted August 5th and August 12th with edits.
FLRA on Emergency Closure/Designation: Working on an appeal.
New Member Breakfast: Elayne Heisler is going to hold a breakfast for new CREA members on September 8th. Officers, Stewards, and Governors from the divisions with attendees are invited.
Proposed Constitutional Amendment: Relates to IFPTE Convention delegates and building a system with alternative delegates by establishing a system where Officers are de facto delegates. Also cleans up the language in the Constitution so that it reflects that Officer, Governors, and Stewards are elected every 2 years, and to amend the title of one of the VPs to reflect what the position actually does. In addition, the proposed amendment will delete a duplicate section. A quorum is not present so there cannot be a vote. Gov Martin moves that we wait on the discussion and vote regarding the amendment to the next meeting. Gov. Oladapo seconded and then withdrew the second. Gov. Mangan seconded the motion. But since there is no quorum there can be no vote on the amendment. There was discussion about whether to discuss the amendment and figure out if there was a consensus of those present.
Should it be packaged as 1 or 2 amendments: (1) dealing with the convention; and (2) technical amendments. It should be packaged together as an amendment and technical corrections. The Amendments have been approved by IFPTE. We will vote next week, and if there isn’t a quorum, the vote can be by email.
Student Loan Forgiveness: There is a LOC Student Loan Forgiveness program but CRS isn’t part of it. The other LOC unions didn’t know about it. The unions have filed an information request with Workforce Management. Patti Figliola will look into this on behalf of CREA.
Director’s Strategic Planning Session: At the KSG meeting it was raised that there are resources that would be useful in replying to requests that CRS does not have access to. We keep hearing that only 10% of the budget is for non-personnel costs, but the question is how is the 10% used?
Anniversary Party is 3 weeks away.
Open Forum: Discussed the disastrous roll out of the A&P Tool. There are issues accessing older and archived reports in reports.

Minutes: None.
KSG Realignment: There is a proposal to have the FDT KSG consultancy become part of FDT (and no longer part of KSG). This may also occur in other divisions. If there is a reorganization, under the contract, the union is supposed to be involved. The Board formed a team to follow this development.
FLRA on Emergency Designation: As discussed, the FLRA declined to issue a complaint. Discussing and working on next steps.
Staff Photography: FLRA called about the complaint. Board discussed how to proceed.
Election: Need someone to chair the election who isn’t running. Petitions are due Wednesday September 9, 2015. Please talk to people about voting and running.
New Member Breakfast: Elayne Heisler is going to hold a breakfast for new CREA members on September 8th.
Anniversary: Need help for certain committees, especially related to decorations (e.g., easels with union history) and the program.
Open Forum: Discussed RSI meeting with Mary.

Recap of the Convention:  Thank you for sending us.

Anniversary Celebration: Will be held at Hawk n Dove, Wednesday September 16th, 4:30-7:30.

Election: Will be held Sept. 30th. All positions are up for election. Please recruit to fill vacant positions. Remember there is a new nomination petition for stewards. Idea to hold new member breakfasts.

Proposed Constitutional Amendment: Relates to IFPTE Convention delegates and building a system with alternative delegates. Acting VP Brass has been working on this. Will discuss next week.

Meetings between Divisions and the Director: The Director’s first meeting was with inquiry and the Program Office. Discussed: social media, use of the website, ways to get more feedback from Congress on how CRS is doing, how to help new Members set up the offices.

IRS Union Proposal: There is an article in the Federal Diary about a proposal to prevent IRS employees from being allowed to participate in their union. Could this affect the Library and CREA? Could it affect recruitment? What is the IFPTE’s position on the issue?

Minutes: July 1, 22, 29th accepted with edits

Recap of the Convention:  Thank you for sending us.

Election: All positions are up for election. In order to be elected each candidate needs to submit a short biography. Dues paying members as of September 18th are eligible to vote. If you are not going to run, please try to find someone who wants to fill the position. There is a new nomination petition for stewards. Membership lists are available in the CREA office.

IMT Briefing: Will be meeting with IMT tomorrow.

Unscheduled Telework: Library just implemented unscheduled telework agreement with the other two unions. The CREA telework agreement is a side agreement and is closed to next year. Are people interested in negotiating for unscheduled telework?

Government Shutdown? There haven’t been any official meetings about an administrative (sequester) furlough or shutdown furlough.

Anniversary Party: Catering option is difficult due to the budget, will be held at Hawk n Dove. The planning is starting.

Open Forum: Temperature is an issue because it is uncomfortable. Should we bring back the Health and Safety Committee with the other unions?
