Staff Photography Project: The President is working on a formal proposal in response to previous discussion with management.

Phased Retirement Working Group: There is a need for a CREA representative – Cathi Jones volunteered and was appointed by the President.

White Paper Commitment: Appointments need to be made. The President will send an e-mail to membership to find out who is interested.

Telework Agreement: The current agreement expires in March 2015. The President asked the Board to consider how telework has been implemented and if changes to the agreement are necessary.

Employees Rights (5 USC 7102): The President asked the Board to review this and shared examples of violations that can lead to the filing of a grievance;

FYI: 1) New head of ISS; 2) will have meet and greet with Robert Newlen (Chief of Staff) and David Mao (Deputy Librarian), followed by a substantive meeting ; 3) recent announcement regarding parental leave – the Library is trying to figure out how to handle this; 4) African-American History Month is February – should CREA organize any events?; and, 5) effect of delayed arrival on staff whose workday begins after 12:30pm (likely a non-issue for CRS personnel).  

Open Forum: The Finance Committee needs a replacement. The President will solicit stewards and the Board will approach members. The Treasurer will provide a written description of responsibilities.

Build a Bench: The Board discussed how CREA needs everyone to be familiar with the work of the union and to know what is going on since it is unlikely that any future President will serve as long as President Roth did.

Minutes: Accepted with edits.

New Member Seminar: Secretary Siskin gave an overview of what occurred at the New Members Seminar.

Article 25 Offsite Work: People can request offsite work for a weather event. Some managers have been requesting that those who receive offsite work for weather reasons fill out an episodic offsite work form. The form is outdated since it was created years before the current CBA. There are still outstanding questions regarding when offsite work is allowable to request, and the procedures for requesting it.

Printer: The CREA printer is broken and CREA will be buying a new one. There is already a line-item in the budget for this purpose.

Building: The unions have a monthly meeting with the head of ISS. (ISS is responsible for the bathrooms, elevates, doors, mice, etc.) C St construction should be done at the end of January. Space heaters are allowed in areas that are inadequately heated if they include a safety device. CREA is asking for clarification on when space heaters are allowed. ISS will be refinishing the bathroom floors which will cause certain bathrooms to be closed for several days. ISS is piloting hand dryers in two bathrooms.

 

Open Forum:

  1. The Membership Committee created folders with information for each division. The Board thanks Gov. Brass for his work on this project.
  2. Thanks to Gov. Reeder for drafting the email to the bargaining unit on offsite work.
  3. CREA is responding to a request from management for a new proposal for opting-out of the photos.

Minutes: None presented.

Inclement Weather Policy:  An emergency closure has not been invoked during this winter. CREA filed a negotiability petition with the FLRA to determine whether CRS needs to negotiate the use of the new ad hoc emergency personnel designation. Notably, Article 25 of the new CBA gives permission to for off-site work (not telework) due to weather. For off-site work, the employee needs permission from their supervisor. The employee does not have to have their computer at work (can use home computer). Some persons invoked this during the recent weather event.

Unfair labor practice (ULP): CREA filed an ULP regarding the canceling of meeting between Mary and certain staff due to someone in the staff’s section filing a grievance.

FIN Relocation: CREA is in process of finalizing the MOU regarding the FIN relocation.

NMS: CREA is asking for clarification for how staff attending the New Member Seminar will be compensated for their time.

Pictures: CREA submitted a proposal for an opt-out policy. Management’s position is that they do not have to bargain the photo policy.

Personnel Changes LOC:  The Deputy Librarian has a new position. Robert Newland (formerly of CRS) is now the LOC Chief of Staff.
