Holiday Party: Was very nice. Thanks to Gov. Reeder for organizing.

Grievances/Arbitration: discussed ongoing cases.

Updated PD for certain KSG Positions: CREA met with Monica Woods, Diane Duffy and Linda Riley. From the meeting: there will be a staff briefing in January. The plan is to develop criteria for evaluation and provide performance and training plans. The evaluations using the new PD until there are many more discussions.

Integrated Support Services (ISS) Meeting: ISS has a new director and after the new director is on board CREA will talk to them about the on-going issues (e.g., temperature).

Telework: CREA needs to inform management soon if we want to bargain the telework agreement. The Telework Committee has met twice. The committee will present a proposal regarding the decision on bargaining to the Board on January 11th.

Credit Hours: There is conflicting information from management on whether a person can earn credit hours on their compflex day.  

Next CREA-division/office meeting: is with IMT.

H.R. 4241: The bill would move Copyright out of the LOC. Would this make sense for CRS?

Holiday Party: Didn’t build in tip and taxes when requested funding for the party. Gov. Stouffer moved to increase the holiday party budget by $162. Gov. Hardy-Vincent seconded. Motion passed unanimously.

Donations: CREA is collecting donations of toiletries for a homeless shelter. Will send email to members with information.

GAO Annual Meeting: After the meeting they held an interesting panel on the workforce of the future.

Voicemail Changes: There shouldn’t be a problem but saved messages will disappear on Friday and there will be a new call-in number. Some old numbers will remain active. Have to set up a new passcode. Call IMT with issues.

Meeting with Monica Woods: There has been an issue where temporary appointments/details are posted but not all the criteria are listed. The result is that some people appear to meet the criteria and then are told they do not qualify.

OPM Data Breach: Questions remain about whether spouses are covered by the protections offered because of the data breach. OPM hasn’t been clear but now there are procedures in place about coverage for spouses and others who were affected.

Photos- Two things: (1) CRS wants to take pictures of people doing their work. (2) How are photos chosen for the TMU?

Grievances/Arbitration: discussed ongoing cases.

Advanced Annual Leave: Is there a change in policy regarding advanced annual leave?

Updated PD for certain KSG Positions: This is ongoing. CREA filed an information request and asked for a briefing.

Open Forum: Gov. Jones motioned to give the CREA office staff for a $200 holiday gift. Gov. Reeder seconded. Passed unanimously.

Steward Election: Suzanne Salgado was elected Steward for COU.

GAO Anniversary: President Grasso reminded the Board about GAO’s Annual Meeting on Nov. 18th.

Holiday Party: The Board discussed having a holiday party. Brian Reeder was authorized to investigate options for an off-site party .

Confidentiality:  President Grasso solicited further comments on the CRS policy on confidentiality.

IMT 360 Assessment:  VP Susan Thaul described a meeting with IMT and IMT’s plans for subsequent focus groups with CRS staff.

Committee Participation: President Grasso Grasso asked Governors and Stewards to indicate interest in participating in a CREA committee by a deadline of November 18. President Grasso will send a reminder e-mail to Governors and Stewards.

Open Forum:  Meeting participants discuss recent CRS- and Library-related events in the news and how to structure subsequent discussions among member of the CREA Board of Governors, CREA membership, and bargaining unit members.

Steward Candidacy:  Suzanne Salgado expressed her interest in running for Steward for COU in an election anticipated to be held on October 29. She provided an overview of her work history and perspective based on her 30+ years of work in the Library.

Strategic Planning Sessions:  President Grasso asked that a CREA representative attend each of the strategic planning sessions that Director Mazanec  is hosting. CREA officers from various divisions (including COU, DSP, G&F, and RSI) summarized the sessions the Director held with their divisions.

GAO Annual Meeting:  The GAO union has invited CREA to attend its annual meeting on November 18, 2015, from 11:30am-2:30pm.  Let President Grasso know if you are interested in attending.

CRS Workforce Composition Statistics: President Grasso circulated CRS workforce composition statistics indicating the number of women and minorities at various GS levels.

Microsoft Home Use Program:  The Board discussed the CRS Microsoft Home Use Program which allows staff to purchase a licensed copy of most Microsoft Office desktop PC applications to use on their home computers.

Review of CREA Committees:  The Board reviewed the role and membership of CREA committees.  Topics of discussion included the extent to which there is overlap among committee responsibilities, whether to establish a new health and safety committee, and the need to solicit new members for vacancies.  President Grasso will contact all CREA members  about committee roles and vacancies to ask for volunteers.

Confidentiality Policy Update:  The Board discussed the new CRS confidentiality policy and the interest of CREA in being involved in consultation/negotiation with management on the policy.

Minutes: none.

Anniversary Update: It is tonight.

Election Update: Post cards have been sent. The elections will be held at a table near escalator on the 6th floor from 8:30 a.m. to 5:00 p.m. Notice went out asking for poll watching volunteers. Need someone to put together the annual meeting.

Budget: Motion by Gov. Stouffer to approve budget as presented (with thanks to Phillip). Seconded by Gov. Reeder. Passed unanimously.

Pope Visit: Reportedly, the Library is allowing episodic telework on the 23rd. There is confusion about what CRS is doing. CREA will ask about flexibility is moving compflex or telework days. There will be a check point getting off the Capital South metro on Sept 24th. Staff will need to show their badges.

Policy Review and Amendments: Changes in CRS policies will be posted on the webpage, but it is not clear how staff will be informed. There is no consultation that has happened with staff.

Possible Shutdown: Management is working on a procedure where analysts could be called in even if they were not emergency personnel. The question is who is necessary for Congress to fulfil their duties.
