VP Nominee for CREA Election: There doesn’t seem to be anyone running. Discussion about sending a notice to membership trying to get someone to step up.

Official Travel for IFPTE Training: IFPTE is going to have more training sessions and move the locations of the training around the country. There is going to be training in Memphis TN. Gov. Mangan motioned that CREA move funds to cover VP Jefferson’s cost of attending the training. Gov. Brass seconded the motion. Motion was approved. Gov. Brass motioned to authorize up to $800 to be taken out of reserves to pay for the cost of VP Jefferson attending the training. Gov. Oladapo seconded. Motion was accepted.

CBA: The Librarian offered to have a signing ceremony with CREA. Do we want to do this? Is there a benefit? Is this about making the library look good on labor relations? Will discuss more when the President Moteff returns.

Lync: Should CREA try to negotiate an MOU with management to get clarity on some of the issues? There are concerns about the use of the function that tells how long it has been since someone touched their keyboard/mouse. It is acknowledged that there may be some other Lync functions that may be useful. There are concerns about the IMs from clients could be distracting. Also, how would a review process work?

PUB review: President Moteff has asked for an information session to discuss this.

 Welcome to the new office support person, Tyson Flagg.

Minutes: Accepted the July 30th minutes and the August 6th minutes as is.

Rule on Phased Retirement: OPM published the final rule on phased retirement. HR had a committee that prepared a proposal for the executive committee. Service units will have flexibility about if and how to implement phased retirement.

Proposed Constitutional Amendments: There are several proposed amendments to the CREA constitution that were dicussed to decide whether to put the changes on the ballet for the membership.

  • Officer Provisions: Want to change the VP of training to VP of bargaining to better represent what they actually do. Gov. Brass moved that the recommended changes to Article III section 4 be placed on the ballot. Seconded by Gov. Martin. Motion passed unanimously.
  • Want to change the steward and Officer elections to every two years, and provisions in Article V regarding BOG members saying that each division/office has to have at least 1
    • Changes to Article III §1, Article V §1, Article VII §§5-6,
    • We have a hard time scheduling steward elections.
    • Motion by Gov Martin to recommend to the membership the changes as discussed to the constitution. Seconded by Gov. Brass. Motion passed unanimously.

Open Mic:

  • There are concerns related to the roll out of Lync
    • Is it really voluntary? Staff is getting mixed messages.
    • Will it be used to monitor presence at the person’s computer?

Hiring for Office Admin Position

President Moteff updated the board on the status of the hiring process for the office administration job. CREA received eight applications and will be conducting interviews on Thursday, August 7th. May have to repost the job description depending on the job applicants’ expectations regarding the number of hours available for the position.

Library Succession Planning

CREA has been invited to attend weekly meetings held by a working group of the Human Capital Planning Board on the topic of Succession Planning at the Library. CREA’s input has been requested on the topic of recruitment and retention tools, identifying targeted positions vulnerable to retirement, a master recruitment program and phased retirement.

Term Limits and Election Process

Discussion was held on the advantages and disadvantages of changing the term length from one year to two years for officers and stewards. It was agreed that changing to a two year term length for the officers and steward positions is appropriate to meet the needs of the organization. Starting in 2015, the steward elections will be folded into the general election pending amendment of the constitution to reflect these proposed changes. Also beginning in 2015, elections will be held every two years, at which time all officer, governor and steward positions will be up for election. Delegates to the annual IFPTE convention will continue to be held every three years.

Representation of Membership by the Board/Ballot Design

Discussion continued from the previous week’s meeting on how to reconcile the representational nature of the Board with the structure of the election ballot and the mechanics of how voters will vote on the ballot for representatives from either their division or CRS as a whole. The organizational culture and divisional structure of CRS are the strongest elements affecting the roles and responsibilities of CREA governors.
