Minutes: December 3rd minutes were accepted as submitted.

CRS Photo Mandate: CREA asked to bargain so that there can be an opt-out option. We are waiting for response from management.

CBA Copies: Management is required within 20 days after the signing to distribute copies to the bargaining unit.  Management will send an email with a link to the CBA to all bargaining unit members and will put it in the TMU.

Holiday Party:  Need people to help with the party.  Board members and officers will have name tags and there will be information on how to volunteer with CREA.

Update on 40th Anniversary:  Committee met and formed subgroups. Will produce 1 page written proposals on

  1. a celebratory event;
  2. oral history; and
  3. symposium or forum.

Leave Bank: has a large balance of 7,000 hours. At issue is how many hours should be kept in reserve and how many hours should be made available to applicants so that the leave bank does not run out of hours.

Minutes: November 19th minutes were accepted with edits.

Holiday Party:  Gov. Jones requested $300 be allocated to the holiday party. Gov. Bradley moved to appropriate up to $300 for the holiday party. Gov. Figliola seconded. Motion passed unanimously.

Steward Election: Elections will be held in the next few weeks. Email ballots are allowed for steward elections. Please keep VP Jefferson updated as to the timing and outcome of the elections. There will be training for the stewards after the elections.

Appeal: CREA has asked the FLRA to rule on whether the change in weather policy is negotiable. Also, filed an ULP regarding retaliation.

Photo Requirement and Posting: CREA continues to monitor the new policy on use of staff photos and seek input from staff about their feelings on the issue.

Lync:  There is some confusion about what parts of Lync are a pilot and what are permanent.

Meetings with Mary and Monica: Email potential questions to the President.

Open Mic:

  • Discussed wording in CREA emails to staff to give more context on certain issues.
  • Holiday party is December 11th from 3 p.m. to 5 p.m.

Minutes: Next meeting.

White Paper Committee: The idea is to build institutional capacity so that CREA can produce documents to help members understand their rights and maybe influence policy. Gov. Brass moved to approve the charter for the White Paper Coordinating Committee. Gov. Reeder seconded. Governors Perl, Brass, Oladapo, Mangan, Reeder, and Hardy-Vincent voted yea. Gov. Figliola voted yea by proxy. Motion passed unanimously.

Website: Several members want to discuss ways to make the website better and more relevent.

CREA 40th Anniversary Celebration: The Board discussed the concept presented at the last meeting. There were concerns about purchasing the proposed recording devices for the oral history, as well as inviting every retired CRS employee specifically those who never joined the union. The question was raised regarding the possibility of creating a celebration that tells and celebrates the history/story of CREA while also attracting new members. Seemed to be a consensus that the Board was not interested in a big banquet but wants to host a nice event. Gov. Reeder motioned that the Board establish a committee on the CREA 40th anniversary celebration. That the committee would have 7 members, including 3 Board members, appointed by the CREA President. It was seconded. Governors Perl, Brass, Oladapo, Mangan, Reeder, and Hardy-Vincent voted yea. Gov. Figliola voted yea by proxy. Motion passed unanimously.

Meeting with Mary:  Discussed

  • The mouse in FDT.
  • The lack of time for questions at the all-staff meeting.
  • A SRM in the KSG volunteer his/her staff to pilot the Lync video. Is this a new assignment of work?
  • The requirement for authors photos to be on the website. If this isn’t voluntary is it an assignment of work?
  • The issue of the new KSG position that wasn’t posted.
  • CRS’s authority to cap the promotion ladder for certain positions. For phased retirement, CRS will follow the Library rules. There are no specific policies related to phased retirement for CRS but CRS may not have the money to allow it to be done with CRS.

Minutes: For October 1st and October 15th accepted.

White Paper Committee: Gov. Brass presented the draft charter for the White Paper Committee. The White Paper Committee is motivated by CREAgrams (past CREA releases) that have had an effect on CRS policy. The Committee would also produce products to help the bargaining unit become more knowledgeable about CRS policy and their rights. The charter will be discussed next week.

CREA 40th Anniversary Celebration: There was a presentation on possible ideas for a celebration of CREA’s 40th anniversary. The suggestion was a dinner celebrating the organization, its accomplishments, and former presidents. There was also a suggestion to collect an oral history of the organization.  Notably, Chelsea had begun the oral history project and the work on that is on-going. The Board expressed their thanks to Tom and Royce for putting together the proposal. It was agreed that the issue would be put on the agenda for the next Board meeting.

CREA Brochure:  Want to Board to look at the brochure and review so that it can be given to new or current employees.

Other: The President met with Monica and they discussed credit hours and the emergency designation of staff. The President and former-President are meeting with Mary and plan to discuss the issue of comp-time and credit hours.

Welcome New CREA Officers. Welcome to new CREA Officers.

  1. Credit Hours. President Grasso will schedule an information session on the new credit hour policy. There seems to be some misinformation out there. Also a recommendation is made for CREA members and members of the CREA CBA team to attend the Director’s open meetings October 28 and 29.
  2. Phased-In Retirement. President G. reported that an MOU is forthcoming. An information session may be scheduled if there is enough interest.
  3. Monthly Meeting with the Director. Are there suggested matters to raise? (Yes – credit hours and emergency procedures.)
  4. CREA Organization and Committees. President G. mentioned some vacancies still remain in our leadership; ALD has no Governor. We also need stewards in several divisions. President G. raised the CREA Committees; there is a vacancy on the Grievance Committee. VP Jefferson will reach out to fill that vacancy. Governors are asked to solicit for stewards and committee participants.
  5. Relocations. President G. raised the upcoming relocations of FIN staff (6 people) and PGM staff (7 people). A number of issues have been raised.
  6. Presidential Certificates. Former President Jack Moteff took the opportunity to present Presidential Certificates of Appreciation to Phillip Brogsdale, Shelley Harlan, and Libby Perl in person (and to Alison Siskin in absentia). Thanks to all for exceptional service to CREA!
  7. Open Forum. Governor Hardy-Vincent mentioned the idea of soliciting members for issues to be raised at the President’s meetings with the Director. All agreed this is a good idea.
