1. Minutes. The minutes of June 19, 2013, were accepted.

2. Meeting with Director. (1) Will issues with A&P and new website receive attention as IMT focuses on new projects? She said she was unaware of problems but will mention to Cliff Cohen. (2) Says she’s only going to foundations for outside funding for seminars or special projects, says all money accepted is with no strings attached. (3) Says she’ll consider options going forward on KSG staffing of LaFollette RR. Pres. Moteff mentioned there doesn’t seem to be priority for hiring dedicated staff. She asked what training people need.

3. CREA Proposal for LaFollette RR Staffing. Proposal submitted, management says six of the seven major items in it are non-negotiable. They’re willing to allow volunteer pools for those willing to take extra shifts; reimbursement based on what’s already in contract (e.g., if you have to work overtime, you can be reimbursed for commuting but not family expenses); exemption for certified medical reasons. Rejected items include telework, rolling calls, limit to no more than two days of coverage per person. CREA wants to talk to KSG as a whole, Board feels a meeting would be best. Pres. Moteff trying to get Mary to consider other options for future; trying to schedule meeting with House Appropriations Subcommittee. Waiting for management counterproposal; CREA legal counsel advises formal request for explanation of what management considers negotiable, which CREA will need if we want to appeal.

4. CREA Office Support. Two promising candidates interviewed, one a retired CRS analyst with strong writing skills and knowledge of CRS and CREA; the other a masters candidate in library science with significant web and database experience.

5. Partial Retirement. Library wants to move quickly once OPM publishes final regs. Asking for questions, feedback about preliminary regs that were published. Should we form working group?

1. Minutes. The minutes of June 12, 2013, were accepted.

2. Status of KSG Staffing of LaFollette RR. CRS management is proceeding with their initial system of rotating staffing based on seniority; orientations have begun. Pres. Moteff has written a draft proposal for an alternate system. Still have an information request into management that could affect proposal; waiting for response before determining how best to move forward with negotiation. A four-person negotiating team of Pres. Moteff, VPs Grasso and Jefferson, and Gov. Mangan has been proposed. Current system set to begin July 8; option of filing ULP exists if they move forward in implementing it without a signed agreement.

3. Status of Partial Retirement. Law passed at the end of last year allowing for partial retirement in federal service. OPM published preliminary regulations in Federal Register; accepting public comment. Library will likely wait until final regs are worked out, but is keen on the idea and has established a working group.

4. Smoking at the Library. Deputy Librarian Dizard wants to expand non-smoking areas outside of Library buildings, including eliminating smoking in front of Madison. There will continue to be no designated smoking areas. Impact and implementation can be negotiated. Pres. Moteff recommends proposing that cover from weather be provided in some area outside the non-smoking zones.

5. CREA Office Support. Messages have been sent to five prospective candidates, two are coming in for interviews.

6. CHIMES Layoffs. CHIMES contract being cut back (e.g., trash collection will now be handled by Library staff). Not much that can be done for CHIMES personnel being laid off given that they are contractors and unions and Library must maintain a certain distance for legal reasons.

1. Minutes. The minutes of May 22, 2013, were accepted, with correction to typo in item #7.

2. Arbitration. Negotiation continues in case where CRS management did not follow its own special announcement regarding managers going to OIC as soon as there is an allegation of discrimination. Arbitrator ruled against management’s allegation that CREA was not timely. We presented our case; OIC testified that no one contacted them. Our proposed remedy is announcement in TMU and Gazette that CRS management violated the special announcement; in hopes of raising awareness and ensuring this isn’t repeated. CREA’s actions already appear to be having an effect, more communication is coming to OIC.

3. KSG Staffing of LaFollette RR. CREA has made a formal request to bargain. We can’t negotiate that they are proceeding with the rearrangement of staffing, but we can negotiate impact and implementation. CREA lawyer advises that until we have a better system to recommend, not much ground to stand on in stalling or preventing this first system–rotation of KSG staffing through time slotting based on seniority–which is in place until January 4, 2014. There may still be time to adjust this system, and future system proposals can be negotiated. KSG management says they’ve made it a priority to get permanent, dedicated staffing for the room.

4. Volunteer to Work on 6th Floor Case. Does anyone from the Board have time or know anyone who would be willing to work on a design for CREA’s display case upstairs?

5. Chair of Finance Committee. Nancy Canales has volunteered to take over for David Smole. Gov. Hardy Vincent moved to approve Ms. Canales as the new Chair of the Finance Committee; Gov. Reeder seconded; the motion passed unanimously. Thank you Nancy.
