BOG Meeting Minutes – December 5, 2012

1. Minutes. The minutes of November 7, 2012, were accepted.

2. Holiday/Sandy Donations. Waiting to hear back from the sister locals in New Jersey whose members were affected by Sandy before moving forward with a potential donation. After discussion, Gov. Schierow moved that we donate $333 apiece to the AFL-CIO community service group, the Capital Area Foodbank, and N. St. Village. Gov. Rudman seconded; the motion passed unanimously.

3. Joe Ross (former CRS director). Mr. Ross recently passed. Gov. Stouffer moved that we donate $250 to Habitat for Humanity in his name. Gov. Rudman seconded; the motion passed unanimously.

4. Recognition of Amber for Invitations. Gov. Stouffer moved that we give CRS Graphics Specialist Amber Wilhelm a gift of $25 for volunteering her time in designing invitations for former-Pres. Roth’s retirement party. Gov. Perl seconded; the motion passed unanimously.

5. Latest re: Hungerford Report. Pres. Moteff met with Dir. Mazanec after CREA’s letter to her was received. She stated that she does not wish to address the staff as a whole or put anything in writing by making a public defense of CRS in the press. She said she’s going to visit the divisions to ask about concerns and that she has met with the ADs. Pres. Moteff, VP Jefferson, and former-Pres. Roth met with the House Administration Committee. The reaffirmed their support and appreciation for CRS, and stated that they would like to hold regular meetings with CREA. They have talked with CRS management, and asked CREA about concerns among the unit. CREA also plans to talk to the House and Senate Appropriations Subcommittees, the Senate Rules Committee, and Senator Levin’s office (in response to his letter to Dir. Mazanec). The Board discussed whether we should put a statement on the website in support of CRS staff and our work for Congress, and whether we should compose a message to the bargaining unit expressing what the Board and officers are doing to mitigate this situation.

BOG Meeting Minutes – November 7, 2012

1. Minutes. The minutes of October 24, 2012, were accepted.

2. Donations to Sandy Victims. Donations to two sister locals that cover public sector employees in New Jersey were discussed, further details are forthcoming. Gov. Stouffer moved that in lieu of a holiday party, CREA donate to the ALF-CIO and various charities. Gov. Perl seconded, the motion passed unanimously

3. Steward Elections. VP Jefferson will coordinate with governors on holding the election. The goal is to do so by the end of the year.

4. Looking forward. The communications team needs a new head, and this may be a time to assess current processes and practices. We are open to new ideas on all fronts. Pres. Moteff also discussed the importance of leadership development going forward and the possibility of brown bag lunches for stewards, etc., that would serve as trainings on union leadership topics.

5. Pulled report. The issue has flared up again after new media scrutiny of CRS’s decision to pull Hungerford’s tax report. CREA arranged a meeting with Deputy Librarian Bob Dizard to present concerns from the staff about how CRS is being depicted and the need for a response from management—to both the staff and the media/outside. CREA also prepared a letter for Dir. Mazanec on these topics. Gov. Jones moved that CREA send the letter to Mary only (via hardcopy) . Gov. Stouffer seconded, and the motion passed with one objection. Gov. Jones moved that CREA convey to the bargaining unit a summary of the actions the Board and officers have been taking on this issue. Gov. Perl seconded, and the motion passed unanimously.

1. Minutes. The minutes of October 17, 2012, were accepted.

2. Meeting with the Director. Discussion included (1) CREA proposal for pre-decision bargaining with Library concerning sequestration, furlough; (2) suspension of telework and Dir. Mazanec’s belief that it needed to be uniform across the Service; (3) issues surrounding the extension of grad recruits and adherence to one of the stated goals of the program to increase diversity; CREA believes this should be stressed in decisions about which recruits are retained in addition to which ones are recruited; (4) Hungerford report that was pulled from crs.gov and continued discontent over the handling of it; Dir. Mazanec feels she has said all she needs to on the topic; CRS’s review process is being assessed.

3. Suspension of Telework. CREA legal counsel didn’t feel we have a strong case in grieving the decision by management. The sense of the Board was not to move forward in opposing this particular case but to remain aware that similar situations could arise.

BOG Meeting Minutes – October 17, 2012

1. Minutes. The minutes of October 3, 2012, were accepted.

2. Additions to Agenda. Gov. Hardy-Vincent moved, Gov. Reeder seconded that the agenda be amended to include a vote to elect Mallary Stouffer to fill an open governor position on the Board. The motion passed unanimously. Gov. Hardy-Vincent moved, Gov. Schierow seconded that Ms. Stouffer be elected. The motion passed unanimously. Congratulations to Gov. Stouffer.

3. Telework Suspension during Outlook 2010 Transition. Management has suspended telework on Friday, October 26, and Monday, October 29, citing mission requirements. Conflicting language appears in different sections of the telework agreements. The Board discussed options for and ramifications of protesting management’s decision not to allow employees to designate alternate telework days, and will discuss further after hearing from CREA’s legal counsel.

4. Unscheduled Work at Home. Pres. Moteff informed the Board that the issue is still being discussed and CREA has a proposal in contract negotiations that would loosen the current contract language.

5. Front Office Reorganization. The Inquiry Section of CIP, the Programs Section of KSG, and the Communications Office will be under Lizanne Kelley, effective (tentatively) November 1. Management says there will be no impact, CREA will talk to affected employees.

6. Collective Bargaining Agreement Mediation. Discussions with the mediator have begun concerning the six articles still on the table.

7. Topics for President’s Meeting with Director. Pres. Moteff solicited topics from the Board for discussion with Dir. Mazanec at their next Tuesday meeting. Suggestions included whether CREA can bargain furloughs pre-decision, concern in a KSG section about staffing decisions and communication issues with the AD, discontent about the decision not to allow alternate telework surrounding the Outlook 2010 transition, and continuing concerns about how the situation with the recently pulled CRS report was handled by management.
