1. Minutes.The minutes of March 16, 2011, were accepted.

2. Master Contract Bargaining. President R. gave an update; another article has been tabled.

3. Shutdown Proposal. President R. reported that the Library will be responding to the unions’ proposal. A list of excepted employees is apparently available in the CRS divisions. Governor Jones moved, Governor Campbell seconded, and the motion carried that CREA approach CRS and ask that information on status during a shutdown (excepted or non-excepted) be released to employees by management.

4. Bring the Kids to the Office Day. President R. mentioned the organizers of the LOC day would like the unions to sponsor lunch for the kids (as has been done in the past). Governor Crocker moved, Governor Reeder seconded, and the motion passed unanimously that we give $200 toward the lunch.

5. Budget Testimony.We will testify April 14; President R. requests topics for the testimony. Several were mentioned:Technology (in a time of pinched budgets)
Flexible workplace initiatives (good)
Administrative cost growth vs. direct service to Congress costs

Other ideas are solicited.

6. New Director.Governor Crocker moved, Governor Reeder seconded, to untable and modify the prior motion thus:
That language be included in the upcoming budget testimony* outlining some things CREA would like to see in a new CRS Director (* or a letter to go to appropriate congressional offices)
The motion passed unanimously.

7. Peer Review.Peer review may be being used inappropriately in performance evaluations; an unfair labor practice (ULP) could be the suitable method to address this.

1. Minutes.The minutes of March 9, 2011, were accepted.

2. Scholarship and Loan Update. Secretary S. gave an update; a record number of applicants have come in; the committee will be meeting next week to decide on awards.

3. Master Contract Bargaining. VP Moteff gave an update; Library-Association Cooperation is the current article.

4. Donation to Support Japan Relief? Questions arose about appropriate methods and precedent.

5. Implementation and Impact Bargaining for a Shutdown.President R. distributed a draft of an MOU (Memorandum of Understanding) between the Library and the three LC unions. Should CREA run a theme cafe March 17 on the possible shutdown? (Yes.) Should we send out a communication to the bargaining unit addressing current CREA efforts? (Yes.)

6. New CRS Director. Should CREA gather staff input on what they would like in a new director? Discussion was inconclusive. Governor Crocker moved, Governor Reeder seconded that CREA send a letter to the joint committee on the Library outlining desirable [traits? policies?] in a new director. Governor Grasso moved, Governor Crocker seconded that the motion be tabled.

1. Minutes.The minutes of March 2, 2011, were accepted.

2. Meeting with the Director (March 16, 2011). President R. mentioned it will be his last meeting with Director Mulhollan; likely acting Director Mazanec has accompanied the Director once before. Ideas are solicited. Budget and shutdown are naturally of interest.

3. Funding Lapse/Furlough. All three LC unions are meeting (today – March 9, 2011) to discuss bargaining the impact and implementation of a possible shutdown/furlough. Various questions arose:

People on travel / People on detail / Unemployment compensation / Outside work / Exception status (who will be excepted?) / Possible call backs during furlough / Administrative leave in lieu of pay (after furlough ends)

Many unknowns remain.

1. Minutes.The minutes of February 16, 2011, were accepted.

2. Grievance Vote. VP Jefferson introduced a grievance that has been denied at step 2. The grievance committee has voted to recommend that the grievance NOT be pursued to arbitration. After considerable discussion, including a sense that alternative methods to approach the situation should be sought in the future, Governor Jones moved that we not pursue the grievance to arbitration, Governor Crocker seconded, and the motion passed with two dissents.

3. New CRS Director. The Librarian will select the new Director; the sense is that CREA should approach our congressional contacts with some input. Perhaps a canvassing of the CRS staff to see what they hope to see in a new CRS Director. Discussion will continue at the next meeting.
