1. Minutes.The minutes of December 1, 2010, were accepted with a correction.

2. Union Benefits Insurance. The board agreed to hear a pitch from someone offering an insurance package to union members.

3. Inspector General Presentation. The board agreed to hear a presentation from the IG on the effects that the changeover from LC police to Capitol police has had on the LC. President R. will request official time for this.

4. Meeting with Director. President R. reported on his meeting. Subjects included WikiLeaks (a memo went out to staff on this); the budget (situation is tight – furloughs have been mentioned); technology (things will be frozen); and the new deputy (she is too busy to meet with the union). President R. will meet with the director again on Dec. 20.

5. CREA Holiday Cafe.VP Moteff reported that an e-mail went out and a post went up announcing the results of the survey and the board decision on the holiday party. The holiday cafe will run from 1-4:30 p.m. tomorrow (Dec. 9). Governor Crocker moved, Governor Reeder seconded, and the motion passed unanimously that $300 be added to the allocation for refreshments for the holiday cafe.

6. CREA Committees.A revised document was circulated. Discussion will continue into the new year.

7. Charities for Consideration.Governor Crocker moved, Governor Reeder seconded, and the motion passed unanimously that we donate $1,000 evenly divided between the Marines’ Toys for Tots, the Capitol Area Food Bank, and the AFL-CIO local charity.

Governor Crocker announced that G&F has two new stewards. Thanks to Gary Guenther and Susan Smelcer.

1. Minutes. The minutes of November 17, 2010, were accepted.

2. Telework Concerns. President R. reported on some glitches. The two-day pilot is underway for eligible staff.

3. Meeting with Director. President R. will meet with the director today. Issues are solicited.

4. Contract Bargaining Update. President R. reported on progress. Bargaining on the first article (on the EAP) is underway.

5. Holiday Activities. VP Moteff reported on survey. The leaning is strong to donate in lieu of a big party. Governor Crocker moved, Governor Harlan seconded, and the motion passed unanimously that we conduct an expanded CREA cafe and give a donation to a suitable charity or charities.

6. CREA Committees. President R. distributed a list of existing and proposed committees. A lively discussion ensued. Secretary S. will update the list and discussion will continue.

1. Minutes. The minutes of November 3, 2010, were accepted.

2. Payment for Office Support. In the Treasurer’s absence the solution is to pay with a cashier’s check.

3. Office of Opportunity, Inclusiveness, and Compliance. President R. reports the office is in disarray. Contacts are being followed up with supportive congressional offices. The other LOC unions are also interested in the situation.

4. Master Contract Update. President R. reports the first bargaining session is upcoming.

5. Holiday Party. VP Moteff reported on options (on and off-site, a picnic, a party after the new year: more than one option could take place). A survey of membership will be taken for their preferences. Thank you VP Moteff.

6. BlackBerry Deployment(!) A number of BlackBerries have been distributed; some issues with the process have been identified and are being followed up on.

1. Minutes.The minutes of October 20, 2010, were accepted.

2. Steward Elections. VP Jefferson will send lists of members and the number of stewards allotted for each division.

3. Master Contract Bargaining Update. Agreement has been reached on the order in which the articles will be bargained. The team is soliciting help on the articles.

4. Library of Congress (LC) Regulations. The Library is involving the unions earlier when new or altered regulations are coming out; several modified regulations have been given to the unions for review and input. Reviewers are needed.

5. Holiday Party.Time to get a plan and planner for holiday party and possibly our next year 35th anniversary party.

6. Transit Subsidy. In 2011 the maximum subsidy will retreat to $120 (from $230; the $230 was part of the stimulus package).

7. New Mugs. VP Moteff reported we still have mugs; he distributed divisional lists of members without mugs.

Before the meeting got underway, President R. swore in newly elected Secretary Stouffer.

1. Minutes.The minutes of October 6, 2010, were accepted.

2. Grievance. A grievance was presented by VP Jefferson. The grievance pertains to a compflex schedule being revoked. The grievance was filed at Step 2 and was denied. Governor Crocker moved, Governor Harlan seconded, and the motion passed unanimously that the grievance be taken to arbitration.

3. LMI Response. Management’s LMI study response has been released. CREA will work on a response as well.

4. Meeting with the Director. President R. will meet with the Director October 21. Issues are solicited.

5. Office Support.Can our office support be used more? Ideas are solicited.

6. Steward Elections. VP Jefferson requested that steward elections be completed by November 10.

7. Shelter-in-Place Concerns. Governors Crocker and Campbell will pursue a meeting with the officers in charge of emergency planning.

8. Master Contract Bargaining.Ground rules are being worked on.

9. Audio Conference on Performance Improvement Plans.CREA has arranged to take part in a session on performance improvement plans. Conference will be October 26 from 12:00-1:30 in CWC-A. All CREA officials are invited to attend.
