1. Minutes. The minutes of October 22, 2008, were accepted with an amendment.

2. New Governor from KSG. Julius Jefferson introduced himself to the Board. Governor Watkins moved to nominate Mr. Jefferson for election as a Governor; Governor Burrows seconded. The vote in favor was unanimous.

3. Steward Elections. The election period is to run from Monday, November 17, to Monday, December 1. Vice President Moteff reported that the Collective Bargaining Unit allows a maximum of 16 Stewards. CAC, FIN, and TEC are each allotted one Steward position; other divisions are each allotted two. Vice President Moteff said he would send a memo about the elections to the Governors and current Stewards. There was a strong sense of the Board that it should strive to find candidates for all 16 positions.

4. Negotiation Training. Staff from GAO expressed appreciation in response to CREA’s invitation to attend. President Roth said he would send the Board members and Stewards a list of possible dates for the Friday-Saturday training and a curriculum summary. Those interested in attending are to indicate which dates they prefer.

5. CBA Reopening. President Roth reported that Governor Smole, Governor Ester, and he had assessed whether to reopen the CBA in January. Governor Smole moved that the Board notify management that it has elected not to reopen the contract, and that CREA reserves the right to reopen the CBA next June or July.

6. Authoring and Publishing System. President Roth said that he and Vice President Moteff had met with management, and that he would try to schedule an information session with management in the next few weeks. Once there is a firm date for a launch, CREA will make the determination of whether to bargain the system’s impact on staff.

7. Combined Federal Campaign Talent Show. Governor Watkins, chair of the Talent Show, briefed the Board on planning efforts and said that potential judges and a house band are needed.

8. Vending Machines. Prices have been raised, reported Governor Moscatiello. President Roth said he would investigate and report back to the Board.

1. Minutes. The minutes of October 15, 2008, were approved.

2. Steward Elections. Elections are to be held starting in mid-November. At the October 29 meeting, Governor Moteff is to report on CBA guidelines on divisional Steward allocation, whether a division may have more than two Stewards, and whether Governors may serve simultaneously as Stewards.

3. Negotiation Training. Five Board members are able to participate in a two-day weekend session; nine are able to participate in a two-day weekday/weekend session. President Roth will check with the trainer about possible dates in December and January, and contact GAO to inquire about dates that may work for its staff. Governors are free to send word to Stewards who plan to run again. Bargaining unit members who would like to attend are welcome.

4. Board Resource Development. Primary goals include enhancement of internal and external communication skills, investment and fiduciary expertise, and general union leadership abilities. Governor Grasso will send the Board curriculum and cost information on union skills training.

5. Early Start Times. President Roth briefed the Board on recent developments. A meeting on the matter was scheduled for later in the day.

6. Authoring and Publishing System. Discussion ensued. President Roth and Governor Moteff are to request an information session with management to discuss the system’s potential impact on staff. They are to report to the Board at the October 29 meeting.

7. Student Mentoring Program. Following Mr. Upton’s brief description of the Everybody Wins elementary and middle school reading program, the Board members agreed to visit the organization’s website and discuss further at the October 29 meeting.

8. Combined Federal Campaign Talent Show. Governor Watkins, chair of the Talent Show, briefed the Board on planning efforts. Volunteers are needed. An e-mail is to be sent to the bargaining unit.

1. Minutes. The minutes of October 1, 2008, were approved.

2. CREA Office Support — Findings of Time Spent. After the Board had agreed to extend the discussion for five minutes, Governor Stouffer volunteered to work up a few models that might serve as the basis for an office support position description. Board members with suggestions are to send them to Governor Stouffer. The models are to be completed by October 29. Possible duties included coordinating on tasks and objectives with the President, Officers, and Board, and serving as a liaison and point of contact to the bargaining unit and membership.

3. Negotiations Training. President Roth is to ask the instructor about evening and weekend training times and the possibility of GAO staff attending.

4. Filling Governor Vacancies in CAC and RSI. After the candidates had introduced themselves, Governor Burrows moved to nominate Lisa Moscatiello of CAC and Jim McCarthy of RSI to serve on the Board of Governors. Governor Stouffer seconded. The vote in favor was unanimous.

5. Steward Elections. Prior to the elections, President Roth and Vice President Moteff are to allocate the number of steward positions each division will have.

6. Authoring and Publishing System. The Board discussed whether to request an analysis of the system’s impact and implementation on the bargaining unit. Discussion is to continue at the October 22 meeting.

7. Combined Federal Campaign. The Board expressed a sense that CREA should sponsor the 2008 CFC Talent Show for Library staff. Governor Watkins will serve as chair.

BOG Meeting Minutes — October 1, 2008

1. Minutes. The minutes of September 17, 2008, were approved.
2. CREA Investments. President Roth briefed the Board on a recent discussion held with CREA’s investment adviser. The union portfolio appears to be weathering the financial crisis.
3. GS-15 Pay Cap. Initial response from the House Administration Committee Chairman is favorable, President Roth said. Action may not be taken until the next Congress. In a separate matter, Library Attorney Jesse James has requested that the Library be included in legislation that would raise the Senior Level pay cap for agencies that have a performance appraisal system approved by the Office of Personnel Management.
4. CREA Website. A demo of the new site will be conducted at the October 8 annual meeting.
  • After discussion about site registration and posting privileges, Governor Moteff moved that the Board open registration to the entire bargaining unit. Governor Tilson seconded. Discussion ensued. Governor Smale made a friendly amendment that registration be limited to the membership after six months. Governors Moteff and Tilson accepted the amendment. The motion carried.
  • A website photo contest is to be announced at the annual meeting.
  • The Board agreed that minutes should be reviewed at board meetings before they are posted on the site.
5. Peer Review. After discussion, it was agreed that the topic of peer review should be raised in the next CREA Stewards-Governors meeting with DSP management.
6. Combined Federal Campaign. Governor Watkins asked the Board whether CREA would like to help the Library reach its goal for the year.
